The who-to-follow feature is feature a great feature. But currently, it's hard to understand, how the suggested profiles get selected from the fediverse.

halycon / mastodon aims to be more open and transparent than Twitter. So it would be great, if an help button could explain the parameters that are used for the suggestion.

As explained in the opt-in message and as cause why this opt-in thing exists at all,this feature is provided by a third party API. I don't know how their algorithm works exactly but as far as I understand it,they compare the words you use and how often you use them with the posts of other users. The service is open source,you can check it yourself if you understand Japanese better than me: https://github.com/distsn/vinayaka

Go to settings -> general and disable who to follow. Then the opt-in message will be displayed again until you reenable who to follow.
