Glitchy movement

There's constant stuttering caused by a desync issue that's caused because the balloon has an acceleration set while the velocity is overridden with object:set_velocity. So the client precomputes a positon based on the acceleration but the server corrects it slightly.

correction: You can no longer use balloons as fuel, I figured that would be annoying because they are kind of expensive.

License choice.

This was the first foss project I published and I chose the license because the mt modding book recommended it. I won't change the license of this mod but I do consider the APGL for new projects.
