[uses-nonfree] depends on nonfree qt5-webengine

Patches

libre.patch is taken from Parabola and reproduced manually because it fails.

Template

In makedepends, changed qt5-webengine-devel into qt5-webkit-devel and removed webengine cross build related code.

Also added -DBUILD_TESTING=OFF in configure_args so that we don't get a fatal error: QWebView: No such file or directory error.

Changes are stored in l_template_changes.patch.
