Well, after complaining, the distros affected by that bug seem to boot properly after pressing a key to continue.
$ ls /boot/grub/grubenv
-rw-r--r-- 1 root root 1024 Jan 6 13:09 /boot/grub/grubenv
Weird, while Artix is complaining because "the grubenv file doesn't exist", I see a grubenv file @ /boot/grub/ .
It seems that some people are also experiencing this issue with their EFI/BIOS GRUB menu so that means that it isn't only happening on Libreboot hardware. The problem is probably in the grub.cfg file of libreboot.
If I recall correctly, this issue here is gone when booting with SeaBIOS, I still need to do some tests to prove that it indeed works fine with SeaBIOS.

I have to recompile libreboot because my current build doesn't
have SeaBIOS. I disabled it because I didn't need it but
I'll just use libreboot 20211122 seabios-withgrub and revert
back after I finish.
