#20 Stochastic test for finalize_encode

Make sure it works correctly and does *not* introduce statistical regularities. By observing the distribution obtained when finalizing a not too complex uSOCFG with few bits of encoded information (short message) before finalization and running appropriate statistical tests for randomness on the resulting "finalized" messages (e.g. observe after encode - decode)
