This seems to be an Android thing. If I understand correctly, new tickers are not shown if they are equal to the last shown ticker.
The new notification then must be equal to the last one, hence why it's not shown. Not sure why though.
To prove this, append a random string to the new notification when creating it. This will be shown.

The "Buffering..." ticker on resuming (after pause), seems to appear only when the radio has Icecast metadata. Why?!
