This looks very much like a ripoff indeed. I don't use Google Play and I've never uploaded anything to it. Just out of curiosity, what does their "About" page look like? Did they change it to something else or were they so lazy to keep the original one?

I can try to report it to Google, if I find a way to do it. I don't think there are other ways to enforce this. At the end of the day, this is what proprietary software is... they will keep doing this shit unless people stop using it entirely.
