- What what? A "user icon" is the little image next to an actor's name in the notices. Right now it's just a scaled down version of their main profile image. This turns that into something separate and more fun! This is a huge thing: it's very personal, people often have dozens of user icons when they're allowed. This gives more options for how an actor is represented in various places and what the actor can even have as an icon and where that comes from.

- This would be quite a mess to federate and have quite a tricky code and a lot of room for bugs. I don't want to see myself in the middle of this mess :')
