api.usertags: Added ability to get virtual services with identical names and IDs separately, keeping some kind of uniqueness. Implementation may look a little bit shitty, but it is just as it is. zb_VservicesGetUsersAll() function refactored, keeping backwards compatibility.

Module Reminder: Refactored...a little...bit...khe-khe. Added new types of notices: credit end(strictly looks at credit expiration date only), freeze days end and soon CAP coming up. Added ability to use external mobiles. Added debug mode. Added ability to show the chosen reminds on user's personal page Added plenty of REMIND_* alter.ini and userstats.ini options to rule all of the above improvements.
