PONizer: changed some math for a couple of methods for ONUs IDs calculation for C-DATA/Stels FD12xx OLTs added ability to parse dereg reasons for C-DATA/Stels FD12xx OLTs. Should work both for the new 1.6 firmware and prior 1.6 created separate SNMP template for C-DATA/Stels FD12xx OLTs with new 1.6 firmware - all this on the SAndry's responsibility, including testing
