New 'File' Command - probably a working version.

Installation:

Set DST to be where you want the object to reside.
Set SRC to be where you have put the source.
Set CONFIG to be where you wish the main description file to reside.
Set GNU to be where you have the C source of GNU emacs (in particular,
where regex.c and regex.h are).

Type "make".

"make install" will put the stuff in the right places.
