Needs to be compatible with C GNUnet. Does not need to function identically the same as long as most configurations are interpreted the same way.
It appears to work (tested with gnunet-service-nse and examples/nse-web.scm, in the absence /etc/gnunet.conf and with ~/.config/gnunet.conf existing).
