#3 gnunet-publish and gnunet-download should have CGI variants

Seems like an easy way to circumvent ‘I cannot use (web server) properly.’.

New approach: make guix substitute extensible and add an extension that uses the download-store script to fetch a nar, given the GNUnet URI that was in the narinfo.
