#10 Only process flash data if their wiki feature is enabled

This is a bit outside the scope for initial wiki porting since it'll involve multiple rounds processing different dataSteps arrays - the first time only the wiki info file, then the normal Thing data files, but only the ones whose features were enabled in the wiki info.

This goes for news data as well.
