#271 nonexistent UPGRADE file

First of all notabug.org is a bug because wouldn't let me search issues to see if this had been reported (I'm not going to go through 20 pages just to check) so I had to search issues URL with Google. I need to upgrade from GNU Social v1 to v2 (tarbell) and v2's INSTALL.md (you should also have INSTALL.TXT) says read UPGRADE file (nonexistent.)
    edit: I heard it's DOCUMENTATION/SYSTEM_ADMINISTRATORS/upgrade_from/STATUSNET/README.md but you need to either restore/link the original or update INSTALL.md to say where the new file is, and add all information for ugprading from v1.2 to v2.
    If you can help me fix my node, I'll restart a node I let a few scientific/mathematical people use.

Yeah, notabug has been giving us all sorts of issues and quirks :( We're thinking about migrating to codeberg, as it seems to be stable and has a supportive team behind it...

That file is for upgrading from statusnet to GNU social. You are right about the missing UPGRADE file from v1 to v2, which I will add. The correct instructions for performing that upgrade is to follow the RELEASE NOTES and then run the upgrade script, as stated in the README.
