#144 Administration: Actors Blocking Actors

Users should be able to block or ignore notices and messages from specific accounts. The notices & actors should be entirely hidden in all timelines, replies/comments, and groups.

There should be a generic, vague message** explaining that the message cannot go through.

For XMPP compatibility / reference this is XEP-0191.

** maybe similar to what https://fetlife.com has with a list of possible reasons inc. block, account no longer exists/disabled/moved, or invalid. There's also an adorable sad pug image above it. It's kept light-hearted and fun but explains enough while keeping a level of privacy.

Also, there should be an optional limit to set. Maybe pre-filled times in hours or days with the final option being something like "forever". I'm sure there are plenty of times where friends would like to enjoy a site but shut someone up for a while after a hot debate. lol.
