#4 Where is the config file?

I edit the file in:

/srv/mediagoblin.example.org/mediagoblin/

mediagoblin.example.ini
mediagoblin.ini mediagoblin_local.ini

and refresh the browser and nothing happens.. do I need to restart any service?

I want to disable the registration.. and install a new plugin!
