You're right. Ideally, when someone has a game cart in their console which isn't recognized by freeShop, it will fetch necessary game info from eShop servers (when possible) or from cart itself.

But there are game cart dumps floating around the Internet which still have DLC and patches but no eShop release (or rather, simply a lack of a titlekey).
And freeShop doesn't provide a way to fetch said DLC/patches for those games.
