#9 webhook URL changes do not take effect unless the webhooks server is restarted

this is regarding install via the pagure-webhook RPM package on fedora24 the initial setting of a project webhook seems to work correctly but upon modifying it, the url in the db is changed but the webhook server does not pick up the change and keeps posting to the original URL until after the webhook server is restarted then after removing the webhook completely it still keeps posting them until the webhook server is restarted upstream issue --> https://pagure.io/pagure/issue/1248
