It was a collection of web resources for a county in the U.S., which had been online since 1996. It was ran by a company called Custom Software Solutions, which ran a local ISP, sold PCs, software, etc. Here's what LCTN looks like <a href="http://www.lctn.com/">today.</a> Just a link to their email server.
