#26 Possibly make dropped items flow with water

• Possible issues: Would this work for any water flow range?

See TenPlus1's implementation in the builtin_item mod.

This would be nice to have, but I can't thinking of any uses outside of contrived situations -- there isn't much in the way of automation on this server that could possibly make use of it.
