This framework implements HTTPS Everywhere (https://www.eff.org/https-everywhere) mechanisms for use in PHP programs.
It is much like perl-HTTPSEverywhere (https://github.com/mikecardwell/perl-HTTPSEverywhere), but our one is for PHP (but not necessarily for 'web applications').

* Shoud work with PHP 5.3.x+

* UI (and hence i18n)
